You will act as a secretary to the CPAC and will be involved in managing, from a global perspective, the following two Compliance risks: (i) risk of not treating our customers fairly by not having our customer’s best interests in mind; and (ii) risk of ING not appropriately dealing with market related activities that create risks for customers and the bank. The Conduct & Markets (C&M) team is also involved in the handling of Whistleblower related complaints.

The team

The Conduct & Markets (C&M) team is part of the Compliance Conduct & Ethics (CC&E) team within Group Compliance. It consists of 9 Compliance Officers with various backgrounds and takes a global lead role in conduct related strategy development, setting risk appetite and creating awareness  relation to customer protection and market activities for which ING is considered a key financial player. We do this through policies and mandatory instructions, the creation of training, community calls and global monitoring.

In particular the C&M team deals with compliance risks where ING:

  • develops a product or service that does not meet the expectations of our customers;
  • distributes a product through an inappropriate channel or network;
  • does not perform a robust suitability analysis taking into account client profile and circumstances;
  • does not provide appropriate access to its services for all customers taking into account their particular needs;
  • does not take into account the particular vulnerability risks presented by different groups of customers for different products or services;
  • does not carry out its duty of care during the lifecycle of a product or service;
  • sets unreasonable post sale barriers for changing, cancelling the product/service or defines non-transparent complaint processes;
  • does not carry out its reporting obligations in a timely fashion;
  • does not fulfil its market obligations to carry out surveillance and therefore prevent / catch market abuse;
  • is a contributor to benchmark setting; and
  • does not timely incorporate changing regulatory requirements reflecting societal or regulatory objectives.

Roles and responsibilities

As a Senior Compliance Officer in the C&M team together with your team and team lead:

  • You act as secretary to the Global Client Protection and Product Approval Committee (CPAC), creating the agenda, prepare topics together with senior (business) management, preparing minutes, follow up on actions and ensuring qualitative discussions during the meeting;
  • You ensure the roll-out and timely updating of effective policies and mandatory instructions. Furthermore, you provide advice in a constructive, feasible and reflective manner. You assess waiver and deviation requests and provide for them where suitable.  You challenge the status qua and actively  continuously reflect on further process improvements;
  • You take a proactive approach in identifying relevant regulatory developments, providing support/guidance to stakeholders and identifying and preventing potential issues within ING.  These activities are performed as part of the following processes: C&M related Horizon scanning, Risk Identification, Compliance Risk Update Reporting, Risk Appetite Statement Reporting, Risk-specific risk assessments/deep dives, Training, Issue Tracking;
  • You pro-actively manage your C&M stakeholders in all areas and levels of the ING organisation, communicate effectively on the team’s activities and seek input and learn from stakeholders to further improve the C&M activities;
  • While putting use of data as a priority, you help design dashboards and other monitoring tools, optimise data sources and data quality, identify data improvements and data driven opportunities  for the C&M area; and
  • You might be handling Whistleblower related complaints.

As a Senior Compliance Officer you have the following traits and experience:

  • You have approximately 10 years of experience in financial or non-financial risk management activities such as conducting risk (self) assessments, key control testing; working with risk frameworks, issue management, financial or non-financial risk reporting;
  • You have a solid understanding of client processes, products, services and client needs across ING, its business lines and organizational units. Specific knowledge of ING’s products (both WB/FM as Retail) is considered as a strong plus;
  • You have a solid and practical knowledge of, or are willing to learn about, customer protection and market regulation through implementing regulations such as MiFID or Market Abuse at either a business or support function level;
  • Your ambition is to help ING in contributing to a sustainable society and safeguard, protect and respect the rights of our customers by making sure that our products are in their best interest;
  • You have great organisational skills, know how to steer and drive change and move towards results;
  • Your familiarity or affinity with both Conduct risk and data (including data architecture and data processes) allows you to identify data improvements and opportunities for the C&M area;
  • You are keen to review and will be able to challenge our (data) processes and make suggestions for improvement, if needed:
  • You are able to work in a highly complex and challenging environment, both change and Business-as-Usual, while identifying actions needed to achieve results. You are able to emphasizes the importance of results and create a sense of urgency;
  • You have a practical and innovative mind and propose potential solutions when problems arise; and
  • You adhere to the ING values making your behaviour fully aligned with our values. You have taken (or are prepared to take) the Banker's Oath.
